On my Win 10 x64 system, the PDF in the URL above renders as garbage in Chrome but legibly in Acrobat Reader.  Looks like some sort of encoding detection issue, or maybe a weird font substitution bug?

Attached is a side-by-side screenshot of Chrome vs. Acrobat Reader.
