Remove effective_manufacturer from policy documentation

We deprecated the effective_manufacturer field for printer policies in favor of effective_make_and_model.  To minimize the necessary changes, we use effective_model to hold this information and can remove effective_manufacturer.

Remove effective_manufacturer frome printer policy object.

We're removed effective_manufacturer from NativePrinters in favor of
using just effective_model with all the included information.  We can
make the same uniqueness guarantees and simplify string construction and
validation.

Also update the supported version since support did not actually land in
Chrome until M57.
