Remove LocallyStoredCredentialData

In the spec, PasswordCredentialData and FederatedCredentialData inherit directly from CredentialData. We should remove LocallyStoredCredentialData to match the spec.

But probably wait a little bit while the ED at https://w3c.github.io/webappsec-credential-management/ shakes out in the context of some clarifications/changes we're making to suport WebAuthn. Give it a week or two?
