[Payments] Desktop: Have a good placeholder for when there are no shipping options yet?

Currently will not show shipping option section if there are none yet. Perhaps we should put a placeholder to indicate shipping options can be selected once the shipping address is selected?

... or not. TBD, this is a tracking bug.

Yep, we went with not displaying the row until an address is selected.
