MD Settings: Subpage arrow in People page moves when "Sign in" is focused.

Repro (see screencast too):
 1) Tab to the "Sign in to Chrome" button (or "sign out" if already signed in).
 2) Observe the subpage arrow on the left of that button.

Actual: It moves by 1px when the button gains/loses focus.
Expected: Should not move.

This no longer happens, but also the UI has changed since DICE.
