Design bug on new MD Extensions page

Reported by mjlonghu...@gmail.com, Mar 31 2017

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/56.0.2924.87 Safari/537.36

Steps to reproduce the problem:
1. Open chrome://flags
2. Search for and enable `Enable Material Design extensions`
3. Go to `chrome://extensions`

What is the expected behavior?
The individual cards representing each extension installed for the browser should be equally distributed.

What went wrong?
The card for each extensions have a seemingly incorrect spacing/margin issue. The middle cards have no bottom/top margin, whereas the outer cards do. Thus the inner columns are all touching.

Did this work before? N/A

Chrome version: 56.0.2924.87 Channel: n/a
OS Version: 10.0
