Regression:Horizontal scroll bar missing while overlay opens in md-settings

Chrome Version: 59.0.3057.0 Dev
OS: Ubuntu 14.04 ,Windows

What steps will reproduce the problem?
(1)Launch chrome and navigate to the chrome://md-settings and press f12
(2)Drag the Dev tools to L.H.S and click on reset link in md-settings
(3)Observe the overlay and horizontal scroll bar of md-settings page(Kindly Refer video)

Expected Result:Scroll bar should be present and able to scroll the overlay

Actual result:Scroll bar is not present and unable to scroll the overlay

This is regression issue broken in M-58
