ResourceScheduler does not apply to "detached" requests (i.e. requests not associated with a WebContents).

When doing a prefetch, the WebContents is killed pretty early and all requests are detached.

The consequence is that most of the throttling in ResourceScheduler is disabled.

It's not clear how it impacts the loading performance however, and this should be investigated.
