Regression : Weird behavior of Message is seen on hovering mouse at 'Administrator setting' info icon in chrome://md-settings/help/details page

What steps will reproduce the problem?
(1)Sign in to second user -> Go to chrome://md-settings/help/details page 
(2)Now at 'Channel' hover mouse on 'Administrator setting' info icon beside 'Change channel' Button and observe info Message (Please refer Video and screenshot)

Expected: Weird behavior of Message should not be seen on hovering mouse at 'Administrator setting' info icon
Actual: Instead Weird behavior of Message is seen

This is Regression Issue as same is working fine in chrome://settings

Could you explain "weird behavior"? Is it just the clipped tooltip shown in the .jpg? i.e. is this the same as  issue 688619 ?

I was able to look at the video, marking as a duplicate of 688619 which is already tracking clipped tooltips.

As per comment # 1 Clipped tool tip is seen on hovering mouse at 'Administrator setting' info icon.
