Incorrect language browser detection

Issue description

Chrome Version       : 57.0.2987.133 (Official Build) (64-bit)
URLs (if applicable):
Other browsers tested:
  Add OK or FAIL after other browsers where you have tested this issue:
     Safari: PASS/FAIL (Version)
    Firefox: PASS/FAIL (Version)
         IE: PASS/FAIL (Version)

What steps will reproduce the problem?
(1)Installed Google Chrome with language X1 than change the browser language to X2 the browser keep detect the first language in the list is X1 as main language.

(2)Changed language many times and in the first was X1  language and you changed again to another X2 language because X1 is the first language from list still will detect the X1 is main.
(3)

What is the expected result?
When changing the language from about:settings/languages from X1 language to X2 language must the browser detecting the last selected language for display is the main language even in the incognito mood.

What happens instead?
Detect the first language from the list is the main and ignore the new selected own, even selected other language multi times.

Please provide any additional information below. Attach a screenshot if
possible.

Unable to reproduce this issue on Windows 10 with chrome #57.0.2987.133, didn't observe any error in language detection in in-cognito window

Attaching the screen-cast for reference.

diyariq@ could you please look into it and let us know any steps i have missed while reproducing the scenario.
