Issue descriptionAccording to wmatrix data, bob ran VEA tests for 6 times (since R59-9398.0.0) But zero VDA result so far. bob's labels did have hw_video_acc_vp8 and hw_video_acc_h264.

In the latest successful bob-release: https://uberchromegw.corp.google.com/i/chromeos/builders/bob-release/builds/381 bob-release actually didn't kick off a [bvt-perbuild] test suite due to no available host: "No hosts found for board:bob in pool:bvt. The test lab currently does not cover test for this board and pool."(https://uberchromegw.corp.google.com/i/chromeos/builders/bob-release/builds/381/steps/ASyncHWTest%20%5Bbvt-perbuild%5D/logs/stdio). Weird thing is I check the hosts, and I can find hosts "for board:bob in pool:bvt." It's newly added?
