Arrow-keys cannot scroll md-settings after hiding Settings sidebar

Issue descriptionChrome Version: 55.0.2883.87 OS: Linux and probably others. What steps will reproduce the problem? 1. Click "= Settings" on top left corner. 2. Notice the Settings sidebar slides in from the left. 3. Click outside of the Settings sidebar (or hit ESC). 4. Press Up/Down arrow keys. Actual: Unable to scroll the md-settings page using Up/Down arrow keys. Expected: User should be able to scroll the md-settings page using Up/Down arrow keys.

This can probably be fixed by focusing settings-main, when the sidebar (<dialog>) is closed.
