What steps will reproduce the problem?
1. Induce the profile downgrade error (eg run Chrome beta, then uninstall and uninstall chrome stable)
2. Close it with the 'x'

What is the expected result?
Feedback dialog does not open

What happens instead of that?
Feedback dialog automatically opens. See video:

There are two issues here:
1. Close x shouldn't open the feedback form
2. We don't actually need user feedback here, so we shouldn't try to collect it.

I suggest we remove the feedback checkbox, and optionally add a link to help center (https://support.google.com/chrome/answer/2364824) after putting content there to address this error case.
