Tough video cases pages timing out on Nexus 5X perf bot |

Issue descriptionWas easily able to repro these failures locally. Happens about every other time when running locally. The tests just get stuck here... https://cs.chromium.org/chromium/src/tools/perf/page_sets/tough_video_cases.py?type=cs&l=39 ...at the "seek_cold" line. I increased the timeout about 10 fold locally and it didn't help, the test just gets permanently stuck it seems. Will try to bisect, but, it is a flaky failure, so we will see.
