On login screen, network option is disabled

Chrome: 59.0.3057.0

It is not seen on M57.

Steven, Xiyuan, do you have any ideas on this?
I am not familiar with status tray code.

The screenshot in #0 is lock screen, not login. And think it is purposely disabled on the lock screen.

Correct. This is WAI, network access is intentionally disabled in the lock screen.
