OS: (e.g. Win7, OSX 10.9.5, etc...)

What steps will reproduce the problem?
(1) Open attached testcase (which is pretty much a reduced version of LayoutTests/fast/css/hover-active-drag.html fwiw).
(2) Mouse down on the box #1, to make it active. Don't mouse up.
(3) Move your mouse to the box #2.

What is the expected result?

The box #2 is hovered, so it should change color to red.

What happens instead?

The box #2's background doesn't change.

This works on Gecko, and as far as I know there's nothing in https://drafts.csswg.org/selectors-4/#the-active-pseudo or https://drafts.csswg.org/selectors-4/#the-hover-pseudo that makes Blink's behavior correct.
