media.tough_video_cases_tbmv2 failing on Win 10 High-DPI Perf

It's hard to know when this started failing.

The test log looks suspicious though.

BattOrError: BattOr did not complete command 'StartTracing' correctly.
Outputted: [0330/045756.265:FATAL:battor_agent_bin.cc(89)] Fatal error when communicating with the BattOr: TOO MANY START_TRACING RETRIES

charlie, do you know what that means? It's a new bot, I think, so it could be not set up correctly.

I just went to the lab. I plugged the BattOr up to my laptop (leaving it turned on the entire time) and tried to start tracing. It failed in the same way. I then power cycled the BattOr and tracing started fine. 

I am downing the priority. I will keep an eye on the bot and will close this bug if the next few runs are green.

Two runs of media.tough_video_cases_tbmv2 have been green. I'm going to close this bug out. I'll keep an eye on it though, and if it turns red again open this back up.
