pdf view displaying garbage

UserAgent: Mozilla/5.0 (Windows NT 6.2; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/59.0.3053.3 Safari/537.36

Example URL:
http://downloads.bbc.co.uk/rd/pubs/papers/pdffiles/ptrev_278-stott.pdf

Steps to reproduce the problem:
1. Load a pdf from a webpage
2. Shows as nonsense!
3. 

What is the expected behavior?
Used to show pdfs correctly!

What went wrong?
Shows nonsense!

Does it occur on multiple sites: Yes

Is it a problem with a plugin? N/A 

Did this work before? Yes before last update

Does this work in other browsers? Yes

Chrome version: 59.0.3053.3  Channel: dev
OS Version: 6.2 (Windows 8)
Flash Version: 

Firefox etc is fine...

The same thing is happening for me with Version 59.0.3053.3 dev (64-bit) but its already fixed in Version 59.0.3056.0 canary (64-bit).
Attached is a screenshot for good measure.

Welcome to the exciting and slightly buggy world of dev / canary channel. This is probably  bug 705039 .

And there I was thinking it was a new exciting form of pdf encryption.. :-)
