PS3 controller mapping incorrectly treats pressure-sensitive buttons as digital

Issue description

Chrome Version: 57.0.2987.110 Stable
OS: Linux

What steps will reproduce the problem?

0. Connect a Playstation 3 (Dual Shock 3 or Sixaxis) controller
1. Open the http://html5gamepad.com/ tester
2. Press a button on the controller so the page will recognize it
3. Apply slight pressure to each of the following analog buttons:

D-pad up/left/down/right
Triangle, Square, O, X
L1, R1

What is the expected result?

Analog buttons should report a floating point value between 0 and 1 reflecting the pressure on the button.

What happens instead?

D-pad left, Triangle, Square, O, and X are treated as digital buttons and only report 0.0 or 1.0.

D-pad up, down, right, L1, R1 are treated as analog buttons and correctly report pressure.
