Dismiss keyboard if user scrolls down Zine content

Reproduction steps (w/ Chrome Home enabled):
(1) Tap into omnibox
(2) Scroll down Zine content

Observed: Keyboard remains where it is

Expected?: Dismiss keyboard so that the user can see the whole area for Zine content

Thoughts?

I believe Matt and I had discussed unfocusing the omnibox when Zine contet is scrolled, which would hide the keyboard.

[Home] Defocus omnibox on bottom sheet content touch

This changes adds some logic to SuggestionsBottomSheetContent that
defocuses the omnibox when a user interacts with it.
