b/33074373 means that for https://codereview.chromium.org/2776243007/ we need to write to disk to record task IDs because we can't send the task IDs with the Intent we fire to the VrProxyActivity.

This bug is claimed to be fixed in more recent GVR versions, so once we roll our deps to a more recent version we should remove the disk writes and properly use Intents.
