iOS tab content does not render until tab switch

Chrome Version: 58.0.3029.31 Beta 64bit
OS: iOS 10.3

What steps will reproduce the problem?
(1) Open Chrome. 
(2) Close all tabs.
(3) Click "Incognito tab"
(4) Click the "+" button
(5) In the omnibox, type ericlawrence.com and hit enter

What is the expected result? Navigation completes and page loads.

What happens instead? Navigation completes and title/favicon updates on tab, but body of the page remains at the "You've gone incognito screen"

(6) Switch to a new tab
(7) Switch back

Observe: Web page content renders properly in the tab

Summary: iOS tab content does not render until tab switch (was: iOS incognito tab does not render until tab switch)
This turns out to not have anything to do with incognito; I can reproduce with regular tabs. It also reproduces in today's beta 58.0.3029.39

We were able to reproduce it in Beta, but not Canary.  Assigning to Lindsay to bisect; this may have been fixed by my recent preloading CL that was cherry-picked to M58 branch on Tuesday.

It certainly does sound like  Issue 698833 , the merge for which landed in 58.0.3029.41

Tested on 58.0.3029.39 dev . issue 698833  is still reproducible on iPad pro iOS 10.2.1 .

Verified on iPad Pro iOS 10.2.1 , iPhone 6+ iOS 10.2.1 on 58.0.3029.51 dev
Navigation completes and page loads.
