Manually generated password stored in Incognito

Issue description

Chrome Version       : 56.0.2924.110
OS Version: 9000.91.0
URLs (if applicable) : http://rsolomakhin.github.io/autofill/

What steps will reproduce the problem?
1. Enable chrome://flags/#enable-manual-password-generation
2. Open http://rsolomakhin.github.io/autofill/ in Incognito window
3. Trigger password generation from the context menu

What is the expected result?
Passwords should not be saved in Incognito. This likely means that generation should not work either.

What happens instead of that?
The generated password is saved, although there is no notification about that (as in the non-incognito case).

This is probably a result of the "pre-saving" feature.

I realise that the flag is only an experimental way to trigger generation, but we need to make sure that: (1) the same is not reproducible with the automatically triggered generation, and (2) if we decide to provide user-facing way to trigger password generation, it does not have the same bug.

Cannot reproduce in the current stable (M65). The generation item is not available in incognito mode, is it?
