Re-open windows on same Windows 10 virtual desktop

Issue description
UserAgent: Mozilla/5.0 (Windows NT 10.0; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/57.0.2987.110 Safari/537.36
Steps to reproduce the problem:
1. Set Chrome to open previous tabs on startup ("continue where you left off").
2. Open two Chrome windows, move one to another virtual desktop on Windows 10.
3. Close Chrome (e.g. through the menu).
4. Open Chrome.
What is the expected behavior?
Both windows are opened again on their respective desktops (imagine I'm using a couple of browser windows on a "work" desktop and others on a "research" desktop, then I reboot because of a Windows update).
What went wrong?
All windows end up on the current virtual desktop because that's how Windows 10 handles new windows by default (so I have to sort the Chrome windows onto their respective desktops manually).
Chrome already remembers the old locations correctly, though, even across multiple physical screens.

This is reproducible on Chromium trunk as of 2017-03-30.
