Steps to reproduce the problem:
1. Update to version 57 on HP 14
2. Attempt to use Switcher(f5) key.

What is the expected behavior?
Switcher UI appears

What went wrong?
Nothing happens.

This seems specific to the HP 14 model Chromebook.
