Smart Lock Disable Get Nonworking Due To Bluetooth Disable Randomly

Issue description

UserAgent: Mozilla/5.0 (X11; CrOS armv7l 9334.18.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/58.0.3029.31 Safari/537.36
Platform: 9334.18.0 (Official Build) dev-channel veyron_speedy

Steps to reproduce the problem:
1. Enable Bluetooth
2. Lock Chrome OS
3. Unlock Through Using Smart Lock

What is the expected behavior?
Smart Lock should work more smoothly if bluetooth did not disable randomly.

What went wrong?
Smart Lock Disable Get Nonworking Due To Bluetooth Disable Randomly
