Track memory usage of CacheStorage |

Issue descriptionI'm concerned that in incognito mode CacheStorage can take up far too much memory since it uses the memory backend. Let's add memory tracing infrastructure to CacheStorage to track that and in a separate bug set sane limits for the memory backend sizes (although that makes incognito detectable?).

Quota should be sufficient. I thought about that over the weekend but forgot to update the bug, sorry. Is the quota limit dependent on the amount of available memory? Svelte devices shouldn't have 300MB of CacheStorage resident in memory.
