Regression : Unnecessary focus is seen on Disabled Submit Button on Tabbing in Sign-Out screen |

Issue descriptionChrome Version: 58.0.3029.40 /9334.28.0 beta channel Daisy,Candy,Peppy,Minnie and Quawks OS: Chrome What steps will reproduce the problem? (1)Sign in to user -> Sign out -> Now in Sign-Out Screen Press 'Tab' Button Until Focus is on 'Enter Password' text box of User (2)Now again press 'Tab' Button and Observe focus is seen on Disabled Submit Button (Please refer Video and Screenshot) Expected: Unnecessary focus should not be seen on Disabled Submit Button Actual: Instead Unnecessary focus is seen This is Regression Issue as same is working fine in M-56 Note: Issue is also seen in M-57
