In Supervised user, Restore bubble position is incorrect on entering/exiting fullscreen mode.

Issue description

Chrome Version: 59.0.3056.0 (Official Build) abd1360936725f296381ceb3c194307a29137c53-refs/heads/master@{#460603} (32/64-bit)
OS: Windows (7,8,10), Linux (14.04 LTS)

What steps will reproduce the problem?
1) Launch chrome, sign in to chrome and add/import a supervised user from chrome://md-settings.
2) Manually crash the browser (using 'about:inducebrowsercrashforrealz') and relaunch the browser.
3) Switch to supervised user (Restore bubble is seen), enter fullscreen mode and then exit fullscreen mode.
4) Observe the 'Restore bubble' while entering/exiting fullscreen mode.

'Restore bubble' position is incorrect on entering/exiting fullscreen mode.

'Restore bubble' position should be correct on entering/exiting fullscreen mode.

This is a Non-Regression issue seen from M-57 series (Chrome version: 57.0.2977.0)

Note: 1) Issue is seen only for supervised user.
      2) In previous builds, Restore bubble used to disappear in supervised user.  	
      3) Issue is not seen on Mac OS.
