Focus highlight on 'Get more extensions' icon is not seen properly in chrome://extensions.

Chrome Version: 59.0.3056.0 (Official Build)abd1360936725f296381ceb3c194307a29137c53-refs/heads/master@{#460603} 32/64-bit.
OS: Windows (7,8,8.1,10),Linux (14.04 LTS),Mac OS X(10.11.6,10.12.1)

Pre-condition: Enabled 'Enable Material Design extensions' flag from chrome://flags

What steps will reproduce the problem?
(1) Launch chrome, navigate to chrome://extensions page
(2) Click on Main menu and press Tab key 
(3) Observe focus highlight near Get more extensions option.

Actual: Focus highlight on Get more extensions icon is not seen properly.

Expected: Focus highlight on Get more extensions icon should seen properly.

This is a non-regression issue, seen from 'M-59'(59.0.3036.0)
