Unnecessary 'Show all' button changes their position on download shelf bar.

Chrome Version: 59.0.3056.0 (Official Build)abd1360936725f296381ceb3c194307a29137c53-refs/heads/master@{#460603} 32/64-bit.
OS: Windows (7,8).

What steps will reproduce the problem?
1. Launch chrome and download any file from above link.
2. Completely resize the browser from RHS to LHS.
3. Now, observe the 'Show all' button on download shelf bar.

Unnecessary 'Show all' button changes their position from RHS to LHS.
'Show all' button should not change their position from RHS to LHS.

Note: This issue is not seen on Windows 10, Mac and Linux OS.

This is a non-regression issue, seen from M-30 series.
