Regression : [md-settings] Unnecessarily 'Forward navigation' arrow button gets enabled (and it does not work) after signing out.

Issue description

Chrome Version : 59.0.3056.0 (Official Build) abd1360936725f296381ceb3c194307a29137c53-refs/heads/master@{#460603} 32/64 bit
OS : Windows (7,8,10), Linux (14.04 LTS), Mac (10.11.6, 10.12.1, 10.12)

What steps will reproduce the problem?
1. Launch chrome, navigate to chrome://md-settings, click on "SIGN IN TO CHROME" button and sign in using valid credentials.
2. Now click on "SIGN OUT" button and sign out of chrome.
3. Click on browser's 'Forward navigation' arrow button and observe.

Actual Result : Unnecessarily browser's 'Forward navigation' arrow button gets enabled after signing out and it doesn't work after clicking on it.

Expected Result : Instead, browser's 'Forward navigation' button should stay disabled after sign out since user can not access "chrome://settings/signOut" URL after signing out.

This is a regression issue broken in ‘M-55’, below is the Manual Regression range and will soon update other info.
Good build : 55.0.2844.0

Just to Update, this issue is observed on Windows 10 with chrome canary #59.0.3063.0

tommycli@ could you please look into it and provide the latest info.
