What steps will reproduce the problem?
(1)Launch chrome and navigate to http://foersom.com/net/HowTo/data/OoPdfFormExample.pdf
(2)Click on country drop down button and click on arrow button to scroll list at bottom and observe.


Actual: I-beam pointer appears after clicking scroll button and unnecessary text get selected.

Expected: Mouse pointer should appear after clicking scroll button and text should not get selected.

This is a Non-regression issue seen from 'M30' series i.e 30.0.1549.1

Note: Issue not seen on other browsers like firefox and IE
