Autofill should be able to handle multiple autocomplete attributes on the same input tag

Issue description

Chrome Version: 57.0.2987.110 (Official Build) (64-bit)
OS: Ubuntu 14.04

What steps will reproduce the problem?
(1) Create an autofill entry with non-empty email and telephone in chrome://settings/autofill
(2) Browse to a site with a form containing a input field like the following:
<input type="text" name="identifier" autocomplete="email tel">

What is the expected result?
When there is a click into the input field both email and telephone should be suggested for autofill.

What happens instead?
Nothing is suggested.

I believe "email" and "tel" can be combined only with such tokens as "home" and "work". See https://html.spec.whatwg.org/multipage/forms.html#autofill for more details. +Evan for clarification, because I believe he worked on this standard.
