Regression:Localization is not seen for 'do not allow any site' option in unsandboxed plugin access of content settings.

Issue description

Chrome Version:59.0.3056.0 (Official Build)Revision abd1360936725f296381ceb3c194307a29137c53-refs/heads/master@{#460603}(32/64 bit)
OS:Windows (7,8,10)

What steps will reproduce the problem?
(1)Launch chrome login with valid credentials, navigate to chrome://md-settings/manageLanguages page and select 'French' language from 'All languages' list.
(2)Go to 'Language' section, select 'Language settings' option from 'French' drop-down list and click on 'RELAUNCH' button.
(3)Click on content settings > unsandboxed plugin access > click on toggle container button and observe the text.

Actual: Localization is not seen for 'do not allow any site' option in unsandboxed plugin access of content settings.

Expected:  Localization should be seen for 'do not allow any site' option in unsandboxed plugin access of content settings.


This is a regression issue broken in 'M59' and below is the manual regression range
Good build: 59.0.3046.0 
Bad Build:  59.0.3047.0 

Note: Issue not seen on Mac & Linux OS.

Bad build:59.0.3047.0 (Revision:458255).

You are probably looking for a change made after 458221 (known good), but no later than 458222 (first known bad).
