Unnecessary movement of page is seen in device mode after clicking on 'Capture full size screenshot'

Chrome Version: 59.0.3056.0 abd1360936725f296381ceb3c194307a29137c53-refs/heads/master@{#460603}-32/64 bit
OS: Windows (7,8,8.1,10),Mac OS X(10.11.6,10.12.1), Linux (14.04 LTS)

Steps:
1. Launch Chrome and open devtool on NTP, click on Toggle device toolbar icon
2. Click on 'More options' menu icon and then click on 'Capture full size screenshot'
3. Observe

Actual: Unnecessary movement of page is seen in device mode after clicking on 'Capture full size screenshot'

Expected: Movement of page should not be seen in device mode after clicking on 'Capture full size screenshot'

This is a non-regression issue seen from M-59, since this is a new feature introduced in  59.0.3056.0
