Regression: [DevTools] Weird overlapping of slider is seen with clipboard on color picker window.

Issue description

Chrome Version: 59.0.3056.0 (Official Build)abd1360936725f296381ceb3c194307a29137c53-refs/heads/master@{#460603} 32/64-bit.
OS: Windows (7,8,8.1,10),Linux (14.04 LTS),Mac OS X(10.11.6,10.12.1).

What steps will reproduce the problem?
1. Launch chrome, Open 'DevTools' and dock it to bottom.
2. Click to open color picker window under 'Styles' section.
3. Now, observe the slider on color picker window.

Weird overlapping of slider is seen with clipboard.
No such overlapping of slider should seen with clipboard.

This is a regression issue seen from M-59 series, below is manual regression range.

Bad build: 59.0.3051.3
Good build: 59.0.3053.0

Using the per-revision bisect providing the bisect results,
Good build: 59.0.3051.3 (Revision: 459592).
Bad build : 59.0.3053.0 (Revision: 459685).

You are probably looking for a change made after 459627 (known good), but no later than 459628 (first known bad).

Unable to reproduce this issue on Windows 10,Ubuntu 14.04 and Mac 10.12.4 with chrome #59.0.3062.0

With response to comment #2: Retested this issue on Windows-7 machine using latest canary 59.0.3062.0 it's still reproducible.

Note: To reproduce the issue, At first dock the DevTools to bottom and then open color picker window.

[DevTools] When adjusting glass pane's content width for arrow, do not comporomise the size

When we don't have enough height but want an arrow, we adjusted the position to
leave some space under cursor. This should not make the content shrink, so
account for the content width in calculations.
