Regression : On back navigation, md-settings page does not navigate according to the URL in omnibox.

Issue description

Chrome Version : 59.0.3056.0 (Official Build) abd1360936725f296381ceb3c194307a29137c53-refs/heads/master@{#460603} 32/64 bit
OS : Windows (7,8,10), Linux (14.04 LTS), Mac (10.11.6, 10.12.1, 10.12)

What steps will reproduce the problem?
1. Launch chrome and navigate to chrome://md-settings/privacy page.
2. Open 'Main menu' sidebar and navigate to 'About Chrome'.
3. Click on browser's 'back navigation' arrow button and observe the page and URL in omnibox.

Actual : Page does not navigate according to the URL in omnibox (i.e After back navigation, URL in Omnibox and the Page, both are different).  
Expected : On back navigation, md-settings page should navigate according to the omnibox URL.

This is a regression issue broken in ‘M-55’, below is the Manual Regression range and will soon update other info.
Good build : 55.0.2847.0
Bad build : 55.0.2848.0

You are probably looking for a change made after 416385 (known good), but no later than 416386 (first known bad).

Note :Able to reproduce the issue in Win 10.0,Ubuntu 14.04 & Mac 10.12.3 and Able to reproduce in latest Canary #59.0.3056.0
Just to Update, this issue is observed on Windows 10 with chrome canary #59.0.3063.0

tommycli@ could you please look into it and provide the latest info.
