[MD Settings]'Learn more' link is misaligned on 'Do NOt Track' overlay.

Issue description

Chrome Version: 59.0.3056.0 (Official Build)abd1360936725f296381ceb3c194307a29137c53-refs/heads/master@{#460603} 32/64-bit.
OS: Windows (7,8,8.1,10),Linux (14.04 LTS),Mac OS X(10.11.6,10.12.1)

What steps will reproduce the problem?
1. Launch chrome, navigate to chrome://md-settings page and go to 'Advanced' section.
2. Go to 'Privacy and Security' section and click on 'Send a "Do Not Track" request...' option.
3. Now, observe the 'Learn more' link on 'Do NOt Track' overlay.
 
'Learn more' link is misaligned.
'Learn more' link should not misaligned.

This is a regression issue seen from M-59 series, below is manual regression range.

Bad build: 59.0.3042.0
Good build: 59.0.3043.0

Correction: This is a non-regression issue, seen from M-59 series i.e. build #59.0.3043.0, as "Do Not Track" overlay is introduced from r457128 
Status: Untriaged (was: Unconfirmed)
Changing the status to Untriaged, so that the issue would get addressed.

The learn more link is shown at the end of the paragraph, on the same line. It is not misaligned, it has just been moved compared to the old UI.
