Regression:Content of pdf file is not displayed properly after loading the page.

Chrome Version:59.0.3056.0 (Official Build)Revision abd1360936725f296381ceb3c194307a29137c53-refs/heads/master@{#460603}(32/64 bit)
OS:Windows (7,8,8.1,10),Linux (14.04 LTS),Mac OS X(10.11.6,10.12.1)

What steps will reproduce the problem?
(1)Launch chrome and navigate to https://www.nobelprize.org/nobel_prizes/economic-sciences/laureates/2005/press-he.pdf
(2)After loading the pdf observe.

Actual: Content of pdf file is not displayed properly after loading the page.

Expected: Content of pdf file should be properly displayed after loading the page.

This is a regression issue broken in 'M59' and below is the manual regression range
Good Build: 59.0.3054.0

Ran per-revision bisect and found the same culprit as provided in Comment#1.

Adding RB Label as this is a recent Regression. Please remove if not required.
