Add Browser Action public api in Chrome support library

Issue descriptionAdd public API for Browser Action to Chrome support library. The API checks if Chrome is available to handle Browser Action request. If so, send an Intent to trigger Chrome Browser Action context menu. Otherwise, open Browser Action context menu from the support library.
