Closing tabs too fast with wheel click changes the active window.

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Ubuntu Chromium/56.0.2924.76 Chrome/56.0.2924.76 Safari/537.36

Steps to reproduce the problem:
1. Open many tabs
2. Wheel click fastly several times
3. 

What is the expected behavior?
N tabs closes where N is the number of clicks.

What went wrong?
After a few tabs, chromium loses the focus, and the window behind chromium gets it.
Maybe one click did not get captured and hit the window behind causing the focus to be lost.

Chrome version: 56.0.2924.76  Channel: stable
OS Version: Ubuntu 16.04

Unable to reproduce the issue on Linux Ubuntu 16.04 & 14.04 using chrome reported version-56.0.2924.76 ,stable -57.0.2987.133 & Dev- 59.0.3054.0 as per the steps mentioned in comment#0.
All the tabs are getting closed with the mouse wheel click without any issue.
Please find the attached screencast for reference & let us know if we miss anything to reproduce the issue.

Thanks for looking into the issue.
After trying more to find a pattern, it seems that you need a window in the background for the problem to occur.
Also, unlike in the shown screencast, the tabs should be closed starting from the middle (or left) instead of the right. (And by spamming the wheel click)

Unable to reproduce the issue as per the info & video provided in comment#3.
Closed tabs starting from the middle (or left) instead of the right using wheel click. No issue observed.

Thanks for following up with the issue.

I've updated to chromium 57, and I still experience the issue. I've noticed that you are using chrome and not chromium in the screencast. So I've downloaded chrome 57, and I could also reproduce on it.
The observed effect is the same than clicking on the top bar with the mouse wheel, when there is no tabs.

For the repro, I'm not sure what other information I can provide. I made another screencast that illustrate the issue both on chrome and chromium.

I set up a virtual machine, to see if I could reproduce with a fresh environment, and I can also reproduce the issue using the virtual machine and the last chromium in the packages. See the screencast for reference.

Able to reproduce the issue on Linux Ubuntu16.04 using chrome stable version-58.0.3029.81 & Dev version-59.0.3071.15 as per below steps:
1. Launched chrome
2. Opened tabs  & closed tabs with mouse wheel click
3. Observed active window is getting minimized when user clicking on the top bar with the mouse wheel, when there is no tabs

Observed the same issue from M48 builds. Hence marking it as untriaged for further investigation from dev.
Note: Chrome is getting crashed for the earlier builds of M48
