What steps will reproduce the problem?
(1) Register a single BluetoothAdvertisement.
(2) Listen to advertisements from the Chromebook on the Nordic nRF tool app's scanner (on a separate device).
(3) Observe

What is the expected result?
Should observe a single advertisement.

What happens instead?
Sometimes, 2 advertisements are seen.

See attached screenshot from nRF app. The app is watching the Chromebook register an advertisement and unregister it 3 times. You can observe multiple advertisements occurring at the same times, with identical data but different addresses. I can reproduce a chart like this 100% of the time.
