[MD settings] enterprise icons, extension-enabled icons: change to 16x16

In chrome://settings there are icons to show when a setting is controlled by policy or an extension. These icons are currently 20x20px and Alan would like them to be smaller.

This has been moved here from  Issue 684153 .
That CL was blocking  issue 671375 , but in a chat conversation with bettes@ he said that this part of that issue doesn't need to be blocking  issue 671375 .

Namrata, is this still valid? Should the icons be 16x16, or can they stay as 20x20?
