Persist HTTP RTT and Transport RTT estimates in UKM on navigation start.

This change emits a UKM PageLoad metric for the HTTP RTT estimate, and
one for the transport RTT estimate at navigation start.

Merging this back to M-58 also requires merging CLs from https://bugs.chromium.org/p/chromium/issues/detail?id=700215. Also, after talking to bmcquade@, it turns out merging this back to M-57 is not super-necessary. So, I am going to remove the merge labels, and mark this as fixed.
