On link, canary OS 9412.0.0, chrome ToT r460396, --mash

* Open browser window. Ctrl-L to focus omnibox works.
* Minimize and restore window. Now it doesn't work.

I see similar issues when I open and close the bookmark dialog.

I'm not sure if this is an accelerator or a focus issue.
