download would not be paused on svelte device

on chrome canary(59.0.3055.0) and TOT, on Android 4.4.2:
Enable the concurrent background download for offline pages in flags.
And:
1. download a page by clicking download link.
2. swipe chrome away from background apps

Expectation:
The in progress download would be back to pending.

Actual:
The progress will finish without stopping.

We aren't planning to address this until we fix the Svelte scenario, which requires a rather large refactoring to ensure that the background render runs at background priority on Android. crbug.com/686925
