arrow up/down unchecks radio choices on the polymer example

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_11_6) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/57.0.2987.98 Safari/537.36

Steps to reproduce the problem:
1. Go to the following link : https://www.webcomponents.org/element/PolymerElements/paper-radio-group/demo/demo/index.html
2. Click on "allosaurus" on the third area where it say "It can optionally allow items to be deselected"
3.  Press down arrow 
down arrow unchecks a checked choice

What is the expected behavior?
i would not expect to uncheck a choice by pressing down arrow

What went wrong?
i would not expect to uncheck a choice by pressing down arrow

Did this work before? N/A 

Chrome version:  57.0.2987.110  Channel: n/a
OS Version: win 7
Flash Version: Shockwave Flash 25.0 r0

Similarly if you :
1. Go to the following link : https://www.webcomponents.org/element/PolymerElements/paper-radio-group/demo/demo/index.html
2. Click twice on "brontosaurus" on the third area where it say "It can optionally allow items to be deselected" to have it checked
3. Press arrow up
you will see that arrow up would unselect a check, i would not expect that arrow up would uncheck a radio

Tested the issue on chrome Stable #57.0.2987.133, Canary 59.0.3056.0 in Windows 10.0 & 7 and was able to reproduce the issue.

This is a Non-Regression issue since seeing this from M30 #30.0.1549.0, Making the status to Untriaged so that the issue would get addressed.

Note : Able to reproduce the issue in MAC 10.12 and Linux Ubuntu 14.04.
