Record histogram on page load if page has theme color set

In order to judge the usage of theme colors we'd like to record an UMA histogram to see if a page has a theme color set when the page finishes loading.

Status: WontFix (was: Untriaged)
Chrome Home is being turned down, so we are keeping theme colors.
