caroline-pre-cq, samus-no-vmtest-pre-cq PreCQ builders have poor performance.

These are the slowest two PreCQ build configs, and they are impacting our over all PreCQ capacity.

If they finished faster, it would do a lot to make the PreCQ faster.

Passing to a sheriff to find an owner to investigate.

I suspect this isn't raw infrastructure, but may be related to PreCQ builders always clearing the chroot and so not having much board specific caching.
